We chose locations:na rather than locations:get_directions as this intent seemed more like a selection intent that an intent to get directions, similar to:

locations:na:path_modifier -- route with [highways]<path_modifier>

locations:na:avoidpathmodifier -- route without [highways]<avoid_path_modifier>

But, according to the guidelines we should use get_directions intent for "queries specifying routes" as well as for "queries asking for directions or navigation to or from a location". Since these examples fall into the first group, your original annotations are correct. Apologies for the misunderstanding.
