Question: We find the example in guideline: environment_control:set:fan -- turn fan to [low]<absolute_value> We are not sure if "turn to" belongs to "set" or "change" intent.

The example seems inconsistent with our guidelines, I will let our team know. In this utterance, "turn" is a synonym of "change", therefore the correct annotation is:

environmentcontrol:change:lightcolor -- turn [ambient]<light_type> lighting to [pink]<new_light_color>

**Notice that we use a <new_*> mention with all "change" intents
