    Not sure if "総 曲 輪 二 丁 目" belongs to <building_number>

    Utterance:

    わ や ま 市 総 曲 輪 二 丁 目 六 四

    English translation:

    64 Sogawa 2-chome, Sogawa, Wayama

    Annotation:

    1. locations:na -- [わ や ま 市]<city> [総 曲 輪 二 丁 目]<building_number> [六 四]<building_number>

    2. locations:na -- [わ や ま 市]<city> [総 曲 輪]<city_district> [二 丁 目]<building_number> [六 四]<building_number>

    Question:

According to the guideline "In such locales, named areas of cities should use the <city_district> mention, numbered districts, city blocks and building numbers should all use the <building_number> mention(e.g. the chome, banchi and go in Japan) and the <street> mention should not be used."

We take "二 丁 目" as <building_number>. But we are not sure if "総 曲 輪 二 丁 目" belongs to "numbered districts" and should be tagged as <building_number>. Please advise which annotation is correct. Thanks!
