Not sure if attraction/commercial complex belongs to <city_district>

    Utterance:

    パ レ ッ ト タ ウ ン お 台 場

    EN translation:

    Palette Town Odaiba

    Annotation:

    1. locations:na -- [パ レ ッ ト タ ウ ン]<city_district> [お 台 場]<city_district>

    2. business:business:na -- [パ レ ッ ト タ ウ ン]<named_business> [お 台 場]<city_district>

    Question:

We found パ レ ッ ト タ ウ ン(Palette town) is a large-scale visitor attraction complex in google search. There are many named businesses in this place and it seems like a city district. But we are not sure if we can take it as a whole and tag it as <named_business>. There are also some similar cases like "スカイツリーのその町"(SKYTREE TOWN). Please advise how to deal with this situation. Thanks~
